Petty ambitions bring a group of Americans to post-genocide Rwanda. Mike Marcott is climbing the political ladder and plans to announce his run for the US Senate with news footage provided by pretty TV reporter Carol Thornton. He's determined to finally get her into bed. She's determined to use the Rwanda junket to catapult her to the networks.

But the trip is haunted by real and imagined ghosts from both Rwanda and the LA riots and the universal question of how neighbor can turn against neighbor almost overnight.
